Edmonton’s new animal bylaw is now in effect

Edmonton’s updated Animal Care and Control Bylaw came into effect on May 19, and it’s a real citywide change for pet owners. The big focus is stricter rules for vicious dogs, stronger enforcement tools, and clearer expectations around animal care.
The City says the bylaw replaces rules that hadn’t been substantially updated in more than 20 years. That alone tells you why this matters, because Edmonton has changed a lot since then, and so has the way people talk about pet safety, aggressive dogs, and neighbourhood complaints. Under the new rules, owners of vicious dogs must post warning signs and complete mandatory behaviour training. Dog attack fines now range from $250 to $3,000, while repeat offences can bring penalties from $2,500 to $7,000.
The bylaw also includes measures connected to feral cats and responsible pet ownership. So this isn’t just about the worst-case dog attack headline. It’s also about day-to-day enforcement and giving animal control clearer tools when issues keep coming up.
For most people, this will matter in very practical ways. If you own a dog, especially one that’s already been declared vicious, the rules apply now. If you’re a neighbour dealing with repeat animal safety concerns, enforcement can now move under the updated fine structure.

🏛 City Update
City reviews corporate user fee policy
City Administration shared a Corporate User Fee Policy report with Council on May 13, focused on how Edmonton sets and explains user fees. The idea is to make those fees more transparent, with clearer accountability and a stronger focus on cost recovery. In plain English, this affects the extra charges residents may see for city services, programs, and facilities beyond property taxes. It’s not the flashiest City Hall item, but it does touch affordability in a very real way.
Council review and future fee decisions will determine how this shows up in actual city charges.

City investment report highlights Ed Tel Endowment growth
Administration also shared the 2025 Investment Committee Report with Council, and the big number is the Ed Tel Endowment reaching an all-time high of $1.2 billion. City investments contributed more than $1 billion over the past decade, and the Ed Tel Endowment paid $48 million in dividends in 2025. That matters because investment returns help support the City’s financial position and can reduce pressure elsewhere in the budget. Basically, boring finance stuff doing useful work in the background.
The report will feed into ongoing budget and investment oversight at City Hall.

Ottewell neighbourhood renewal enters fourth construction year
Ottewell’s neighbourhood renewal is back in motion, with the City posting its May 2026 construction update as the project enters its fourth year. Construction started in 2023, and this year’s work is mainly from 52 Street to 62 Street and 94A Avenue to 97A Avenue. The work includes road reconstruction, paving, sidewalk replacement, curb and gutter work, and street lighting replacement. Translation: better streets eventually, but a fair bit of construction pain first.
Construction continues through the 2026 season in the posted work area.

Moose Hide Campaign Day brought community members to City Hall
Community members gathered at City Hall on Thursday, May 14, for Moose Hide Campaign Day. The City of Edmonton and the Indigenous Sport Council of Alberta marked the annual campaign with Elders, Knowledge Keepers, ceremony, awareness, cultural performances, and community participation. The campaign focuses on standing against gender-based violence, and the local event gave Edmontonians a public way to take part. It’s the kind of city moment that doesn’t need to be loud to matter. People showed up, stood together, and made the message visible.
